Can I submit voter registration forms by mail?
Use the National Voter Registration Form
- Print and fill out the National Voter Registration Form.
- Box 6 - ID Number: When submitting your application by mail in South Dakota, you are required to provide your South Dakota Driver License number or South Dakota Non-Driver ID number. If you do not have a South Dakota-issued ID, you are required to provide the last four digits of your Social Security number. If you have not been issued any of these numbers, you can still visit your county auditor's office and complete your voter registration in person. You will you will be asked to sign a statement verifying the fact that you do not have a valid South Dakota driver license, a South Dakota non-driver identification number, or a Social Security number.
- Box 7 - Choice of Party: If you want to participate in South Dakota partisan primary elections, you should register with the party whose primary you would like to vote in. However, some parties allow unaffiliated voters to participate in their primary elections.
- Box 8 - Race or Ethnic Group: Leave blank. This information is not required.

- Send the completed form to your local election office.
- If you are registering to vote for the first time in South Dakota, you must include proof of citizenship with your registration application or you will be registered as a “federal voter.” If you are designated as a federal voter, you may only vote in elections for president, US senator, and US representative.
- To be eligible to vote in all other races, you are required to submit an acceptable form of identification with your registration form. Proof of citizenship can include: South Dakota driver’s license or non-driver ID issued on or after July 1, 2025, which indicates you have demonstrated US citizenship; valid driver’s license or non-driver ID issued by any US state or territory that indicates you have demonstrated US citizenship; or tribal ID.
- You can also provide a copy of any of the following: birth certificate; US passport pages with identity information and passport number; consular report issued by the US Department of State indicating you were born abroad; certificate of naturalization; any other type of acceptable documentary evidence of citizenship permitted under 42 C.F.R. § 436.407.
- If you are registering to vote for the first time in your jurisdiction and are mailing this registration application, federal law requires you to show proof of identification the first time you vote. Proof of identification includes a current and valid photo identification or current utility bill, bank statement, government check, paycheck or government document that shows your name and address. You must submit proof of citizenship with your registration form to vote a ballot containing state and local races or ballot measures. Your South Dakota driver's license or non-driver ID card that was issued after July 1, 2025, indicates US citizenship and can serve as proof of citizenship. How do I vote if I'm in the military or live overseas?
Active-duty military, their families, and overseas citizens can register to vote and request their absentee ballot using the Federal Post Card Application (FPCA). The FPCA can be returned to your election official by email, fax, or mail. Please contact your local election office for more information about delivery and return methods, including email and fax. You can also visit the South Dakota Secretary of State’s online portal for military voters and overseas voters. To follow the FPCA process:
- Fill out the Federal Post Card Application (FPCA), or download a copy. Your local election office may have questions, so please provide an email address or phone number where they can reach you.
- Send the application to your local election office.
- It is never too early to submit an FPCA! Please do so as soon as possible.
- Please fill out and send back your ballot as soon as you receive it.
- States begin mailing absentee ballots at least 45 days before Election Day. If you haven't received your ballot by 30 days before Election Day, contact your local election office.
If after submitting your FPCA, your ballot does not arrive, contact your local election office first. Then:
- You can still vote using the Federal Write-In Absentee Ballot (FWAB). Print, sign, and mail your FWAB to your local election office.
- If you mail a FWAB and then receive your regular absentee ballot, you should complete and mail your absentee ballot also. Election officials will ensure that only one ballot is counted.
